Rules and rates

Every figure the suite calculates with: the value, where it comes from, since when, and who confirmed it. Nothing is a number typed into the code.

The rules

Income tax, employee pension, employer pension, overtime rate, leave days, notice, public holidays.
Each carries a source, a date it applies from, and the name of the person who confirmed it. A new value opens from a date; the old one keeps its history.

Why it matters

The pay run refuses to approve a month whose rates nobody confirmed. When a rate changes in law, the company opens the new value from the date and the old months stay as they were.
